The Department of Human Resources at Wuhan University (WHU) was established in August 2000 through the joining of the original Personnel Department of Wuhan University of Hydraulic and Electric Engineering, Wuhan University of Science and Technology of Surveying and Mapping Personnel, Hubei Medical Personnel merger of the former Wuhan University Personnel.
The initial structure comprised the internal bodies of the Department of Personnel offices, faculty offices, plans to deploy the office, staff management office, the office of labor and wages, the employee management office, the postdoctoral management office, the file room, Wuhan University Exchange of Personnel Service Center. Internal bodies re-adjusted in 2004 and created an integrated office having subdivisions for the sourcing of new talent, Staff Management, a Working-Welfare Office, Personnel File Room, Wuhan University Postdoctoral Management Office and Wuhan University Personnel Exchange and Training Center.
The New Teacher Information Exchange Center Office (the teacher research branch of Chinese Association of Higher Education and the Hubei Provincial Institute of Higher Education Faculty Management Committee Secretariat), became the Teacher Management Office at 2011.Wuhan University, Department of Human Resources Responsibilities
Department of Human Resources at WHU implements the policies and guidelines, of the party and the state department in charge of personnel policy.
Its main responsibilities include:it issues the preparation directives in accordance with the school short-term and long-term development plan with the aim to develop the staff team building and strengthen the implementation of reform measures, according to the plan of the Ministry of Education ; it develops the personnel management system for all categories of personnel; it trains and improves the existing personnel and maintains discipline standards, optimizing the structure of teachers, selection, training, consistent and innovative talents, and it actively introduces talents, building a quality team of teachers; is responsible for the training of faculty recruitment, appraisal, rewards work; it constructs a postdoctoral research station and it manages postdoctoral researchers; it further implements reform measures for personnel management in schools, to develop programs and measures for the appointment of teachers and core-staff, in accordance with the staff reform plans. it reforms campus Allocation, establishing an effective incentive mechanism, competitive salarisation scheme, a fair remuneration allocation system, proper wage fund plan reporting and faculty teaching and research performance incentive program; also responsible for faculty, staff wage movements insurance, welfare work; it manages all faculty staff personnel files; responsible for the exchange of personnel, management and training, diversifying employment channels, it is also responsible for the management of the labor contract workers on campus, and the implementation of the personnel agency jobs; it does the secretarial work for the Chinese Association of Higher Education, the Teacher Research branch as well as the Association of Higher Education of Hubei Province Faculty Management Committee; it issues personnel information gathering statistics, various statements; it maintains good coordination with the higher authorities, counterparts of other universities and other campus departments. The Department of Human Resources focuses on the reform of a personnel distribution system, through the establishment of sound measures of assessment and incentives to make an inventory of the stock of human resources, accentuating the need for academic development, personnel training and the concept of full cost accounting allocation of human resources.
In this respect, the Department established a scientific and objective evaluation system and it constantly strives to improve the system of reward and other incentives.
